Rousseff says Cartes will be crucial to integration between Paraguay and Brazil

Brasília – Paraguay’s president Horacio Cartes will be crucial to the process of integration of Brazil and Paraguay, as stated by Brazilian president Dilma Rousseff after both presidents met on Monda (September 30) at the Palácio do Planalto, seat of the Brazilian government. According to her, in spite of the Paraguay’s suspension from  Mercosur (Southern Common Market) which has lasted for over a year, the relationship between the two countries have remained unharmed. Cartes, who took office in August, is paying his first state visit to Brazil.

“I believe that president Cartes will make a lot of difference in this process, because he firmly believes that the relationship between us is very important, and he’s been telling me something since the day we met for the first time: that the papers of our foreign ministers won’t be able to register everything we’ll do.”

Rousseff pointed out that the investments in logistic infrastructure, like the construction of one more bridge over the Paraná river, in Foz do Iguaçu, in the Brazilian state of Pará, will increase the trade between both countries: “The bridge’ll be one more link connecting Paraguay and Brazil; it’ll make the transportation of cargo more fluent and will help conveying Paraguayan exports.”

The Brazilian president also mentioned the inauguration of a 500kW transmission line, to take place in November, with the financial aid of US$ 322 million from the Mercosur Structural Convergence Fund. It will take more energy from the Itaipu Binational Dam to the areas surrounding Asunción, Paraguay’s capital. In her view, the project is a symbol of the cooperative work that takes place within Mercosur members, and it will integrate the production chains of the two countries even further: “This work will draw the attention of investors in Paraguay and will undoubtedly contribute to the country’s industrialization, creating more jobs and generating more income [in Paraguay].”

Rousseff declared that these projects and works serve as the evidence that Paraguay’s suspension from Mercosur has not affected its relations with Brazil, nor has it been detrimental to Paraguay’s population. The country was inactive in the bloc from June 29, 2012 to July 12, 2013 because the governments of Argentina, Brazil and Uruguay did not agree with the way then-president Fernando Lugo was impeached out of office. With Cartes’s victory in the elections and his inauguration on August 15, the suspension was lifted.

Rousseff also said that this was her third meeting with Cartes ever since he took office, and that the potential for integration between Paraguay and Brazil shows how much more integrated both countries can be. Although it is Cartes’s first visit to Brazil as a president, both had already met each other in other forums, like the United Nations General Assembly, which took place a week ago in New York.
