Brazil gets a high ranking in budgetary transparency

Brasília – The Open Budget Index 2012, released this week by the International Budget Partnership, the (Brazilian) Socioeconomic Studies Institute (“Inesc”) and the Brazilian Institute of Social and Economic Analsyses (“Ibase”), surveyed 100 countries. It found that Brazil was in 12th place, with 77 countries not even complying with basic budgetary transparency norms. At the same time, Brazil got a grade of 73, out of 100, where the average grade was 43. Even so, Brazil remains outside the places at the top of the list, which are occupied by Norway, New Zealand, Sweden and France.

“Brazil is in a good position in the budgetary transparency ranking, but still needs to improve,” says Lucídio Bicalho, an aide at Inesc. “Brazil must make public hearings a normal part of the budgetary process,” he added, “and follow up with oversight (“TCU”) on budgetary execution. As things stand, the process is full of red tape. There should be more public participation in the form of a permanent dialogue at all stages of the budget.”
