Three oil giants give up pre-salt tender in Brazil

Rio de Janeiro – Three big oil companies have announced that they will no longer bid for Brazil's Libra pre-salt field tenders scheduled for October 21. The head of the Brazilian Agency for Petroleum, Natural Gas, and Biofuels (“ANP”), Magda Chambriard, has been told by telephone that Exxon, British Petroleum (BP), and British Gas (BG) gave up bidding.
The tender attracted 11 bidders, including three companies with Chinese stakeholders: Cnooc International Limited (China), China National Petroleum Corporation (CNPC), and Repsol/Sinopec (Spain/China). The other competitors are Ecopetrol (Colombia), Mitsui & CO (Japan), ONGC Videsh (India), Petrogal (Portugal), Petrobras (Brazil), Petronas (Malaysia), Shell (Britain/Netherlands), and Total (France).
“I was expecting 40 companies. But there is a global context, situations that are unique to each business, which have resulted in the current scenario,” explained the ANP director.
The area that will be auctioned covers about 1,500 square kilometers. The volume of recoverable oil is expected to vary between 8 and 12 billion barrels. In the Libra field, oil will be drilled under a shared production agreement, whereby 30% of the oil found must be handed in to the Brazilian Treasury.
