Brazil wants each country’s contribution to global warming calculated

São Paulo – Brazil will propose the creation of a methodology which makes it possible for countries to calculate their historic responsibility for the increase in the planet’s temperature. The proposal will be presented at the 19th Conference of the Parties – United Nations Framework Convention on Climate Change (COP-19), which begins next Monday (Oct. 11) in Warsaw, Poland.

Felipe Rodrigues Gomes Ferreira, a representative from the Climate, Ozone and Chemistry Security, a division of Brazil’s Ministry of Foreign Relations, said on Monday (Oct. 4) at an event in São Paulo that this calculation is a “key idea”, fostered by Brazil since 1997, when the Kyoto Protocol was signed. “The real cause of the problem doesn’t lie in today’s emissions, but in the emissions that have built up in the atmosphere since pre-industrial times. This is the crux of the matter. The cause is the accumulation of carbon dioxide in the atmosphere and the impact it makes on temperature over time,” he said.

A report released late in October by the Intergovernmental Panel on Climate Change (IPCC) shows that human influence on climate is the main cause of global warming as observed since mid-20th century. The text reports that more than half of the planet’s average temperature rise from 1951 to 2010 is 95% likely to have been caused by man. During this period, greenhouse gases have contributed 0.5ºC to 1.3ºC to global warming.
